William Cooperman William Cooperman is the Director of the Public Telecommunications Facilities Program (PTFP) at the U.S. Department of Commerce. Mr. Cooperman joined the PTFP in 1984 and has served as Director since January 1999. Since 1964, the PTFP and its predecessor organization have provided over half a billion dollars in matching funds to activate new public radio and television stations, extend the coverage of existing stations, replace equipment at existing stations and assist in the construction of distance learning systems. Prior to joining NTIA, Mr. Cooperman was employed by the West Virginia Educational Broadcasting Authority (WVEBA). Mr. Cooperman was instrumental in construction of West Virginia's statewide public radio and television system and held a number of positions at WVEBA, including that of Deputy Director. Mr. Cooperman holds a M.A. degree in Television-Radio from Michigan State University and a B.A degree from the State University of New York, Binghamton. The National Telecommunications and Information Administration (NTIA) an agency of the U.S. Department of Commerce, is the Executive Branch's principal voice on domestic and international telecommunications and information technology issues. NTIA works to spur innovation, encourage competition, help create jobs, and provide consumers with more choices and better quality telecommunications products and services at lower prices.
